“The Italian farmers will do not have to spend their precious time in providing the public administrations with information that they already have. Agea will ‘speak’ with Inps, with Inland revenue and the Chambers of Commerce, thus allowing our entrepreneurs to accelerate the bureaucratic procedures and helping the organizations to pay more quickly, guaranteeing savings in the public administration and mare transparency. Moreover, we have simplified the start-up procedures for the activity of direct selling for farmers, also outside the agricultural company, after a simple forwarding of a communication of the activity’s beginning and simplifying the controls of the agricultural entrepreneurs. With the measures approved we made a further step in making Italian agriculture more competitive.”
This declared the Minister for agricultural food and forestry policies , commenting the simplification Decree, approved by the Council of Ministers.

Art.14 (Simplification of controls on the enterprisers)
The discipline of enterprisers’ controls is inspired by the Eu norms, based on the principles of simplicity, proportionality of controls and related bureaucratic fulfillments to the effective protection against risk, as well as the coordination of actions carried out by the state, regional and local administrations. The list of controls, to which the enterprises are subjected to in proportion of the size and activity will be published at the institutional web site www.impresainungiorno.gov.it of the Public Administration. As for the agricultural enterprisers, the related regulations will be issued on the proposal of the Ministry of the public administration and simplification, the Ministry of economic development and the Ministry for agricultural food and forestry policies.
Art.26 (Simplification measures for agricultural companies)
The norm will allow Agea to reduce the request of certification and information from the farmers, thus fastening the assessments that are necessary during the procedures. The aim is to simplify the operations related to the supply of the Eu aids and contributes for the agricultural sector, allowing Agea to access information, regarding the benefit subjects, possessed by the Inland revenue, Inps and Chamber of Commerce. The Agency will be responsible for providing the data to the Organisms of payers. The interventions will concern about 1,4 million Italian farmers, that will enjoy a substantial reduction and improvement of the burocratic procedures, and would create saving for about 10 million euro. The exchange of information between these agencies will be bidirectional: in fact these institutions can access via network the electronic files of company that relate to the farm extension, the machines present and who the owner is.
Moreover, the article foreseen that the Payment agencies arrange systematically the informatics procedures for the presentation of requests related to the CAP aids and put at disposal of users. The norm is important for about 800.000 agricultural companies that are able to present the long-term request for aids if they do not modify for 2-3 years their agricultural consistence.
Ar.27 (Simplification Measures for the homologation of agricultural machines)
This norm modifies the current rules, allowing to private and public structures to carry out controls and carry out the direct release of homologation. In fact, the current norms foreseen that the verification of ability requisites for street circulation of all the vehicles, including agricultural machines, has to be done by the Dipartimento per i Trasporti Terrestri del Ministero delle Infrastrutture e dei Trasporti (Centro Prove Autoveicoli - CPA): these structures are too small to answer the requests of industry.
Art.29 (Definition of forest and arboriculture)
The article has the aim to make easier to recover of agricultural activities the abandoned plot of land in the last years covered by wood, also in the realm of specific measures of the Programs of rural development, that involve the applying of forest restrictions without further costs for farmers. The norm foreseen the individuation of appropriate authorized procedure also in optic of valuation of the importance of rural landscapes for their role in the environment, constituting an effective instrument for the control of erosion and hydro geological dissest.
Art.29 (Direct sale)
The norm intends to simplify the administrative rules necessary for the launch of the activity of direct sale. Thanks to this now the agricultural entrepreneurs can begin the activity immediately after sending the official communication, always respecting the hygienic sanitary discipline of the food products sale.
Art.30 (Modifications related to the companies’ movement of waste and to the temporary deposit)

In the agricultural sector is common to have the splitting of companies in different section even when belonging to the same company. Until now if a farmer had carry out phyto sanitarian treatments in a place distant from the company, if he had to use a public road, he had to compile a transportation module, now this it is not necessary.
